Couple of weeks ago, installed Gentoo ~amd64 on my system, got everything tweaked the way I wanted it, then I installed Wine from the bobwya overlay and was playing Eve Online without any glitches. Ran a world update a few days ago and haven't been able to get into Eve ever since. I've tried everything aside from reinstalling the entire system.

Right now, I'm in the process of trying to troubleshoot the pastebin above but i'm not having any luck on what i'm looking for or even much on where to start.
I have unemerged all versions of wine, rebooted, started over reinstalling wine and even checked for rogue conf files, tried multiple versions 2.21 of Wine and up, nothing.
If someone could point me in the right direction, that would be good
Any other info you need to help me solve this, let me know.

You need to install app-emulation/wine-staging:3.6 (well any recent Staging version) to run the Eve Launcher - in my testing (SetFileCompletionNotificationModes is implemented in one of the Staged patchsets).
I tested with app-emulation/wine-vanilla:3.6 vs app-emulation/wine-staging:3.6 (from my ::bobwya Overlay) - using a 64-bit WINEPREFIX set to Windows 7 compatibility.

I'd take recent Eve Online tests, on WineHQ AppDB, with a large pinch of salt. People seem to equate Wine and Wine Staging. People have started submitting a flood of tests using DXVK - like this is a supported patchset...
