Is there a way to make 32-bit Windows XP prefix like SP3?

I'm having problems running a Windows program in a 32-bit wine prefix set to Windows XP. The program runs in XP. It runs in later versions of Windows if the compatibility mode is set to Windows XP. I believe this compatibility mode "looks" like SP3. The program accesses a JET database. Using winetricks I installed the JET40 and microsoft access dlls. The program fails to open the database. I am wondering if there is some difference between wine's Windows XP and Windows XP SP3? Is there a way to make wine "act" like Windows XP SP3? There must be some difference that accounts for this not working in Wine.
