If you want to get packages from WineHQ, before you modify the sources.list file and update apt, you want to make sure that you have installed:
apt-transport-https

There is no mention of this requirement in the Debian Wiki (and there should be).

That's great to hear (that you fixed your issue)... But you'll need to file a bug at WineHQ Bugzilla - against the dependency issue - if you want the main WineHQ Wiki changed... Possibly Packaging (not sure - but it'll get moved anyway)??
You may get told it's too distribution specific / going into the weeds (i.e. after all it would affect all PPA's using https://) - but I can't comment on that!"!

IMO, it is not a Wine bug, not even a packaging one, because as you say, it would affect all PPAs using https:// (and that really should be all of them). I would expect it to be installed by default. OTOH, I would also expect ca-certificates to be installed by default, and I know there is another thread from a Debian user who said it wasn't. But I think both of those problems are distro bugs, not Wine bugs. It may be worth a mention on our Debian wiki page.
