I just installed my new ubuntu, but i have a problem to internet conectivity!
Because i cant install my modem usb drivers on ubuntu.
So my question : Can i install WineHq without internet connectivity??
i need wine to install my modem drivers

Wine does not support Windows hardware drivers. You need Linux driver, or purchase better modem.
Are you sure your modem doesn't work in Linux or you just assumed it does not work just because you did not manually install a driver? If you're sure and do not want to buy better modem, then only alternative is to use virtual machine with Windows as gateway to get access to the Internet in Linux without Linux driver for the modem.

I got seriuos doubt u're modem won't work with ubuntu.
I think you have to make some research.
