The Debian Administrator's Handbook is a decent documentation about Debian.

I noted that it also mentions wine in one section

I find it particularly misleading since it encourage users to use
existing installations rather than install by wine itself !
I filed a bug in Debian.

Not just misleading, dangerously wrong. It's not even possible to change the target of the C: drive in winecfg. The ability to do that has been intentionally disabled in winecfg because Wine will overwrite Windows system files with its own fake dlls if C: points to a real Windows partition.
