For anyone using OpenSUSE Wine package, please upgrade. The last few versions of wine-32bit package where broken resulting in all sort of issues.
The latest package version wine-1.3.38_1.4rc1-2.1 seems to fix the problem.
Unfortunately if you were using wineprefix created with broken version you'll need to removing it. Some registry entries were missing as well as some important links. Also programs might have had issues installing under broken wineprefix.
