wine version 1.1.21 on Xandros on the eee pc.
I can install photoshop 7 fine and as far as I see everything works fine. However, when I try and type tool I get an error message "Could not complete your request because a default system font could not be obtained".
I've installed corefonts and vc6 via winetricks, and msttcorefonts package via repos, yet I still get the message.
What can I do? If needed, I have access to a windows machine.

I think you should paste here some debug messages.
It may be written what font PS7 expects.
Can you ls the ~/.wine/drive_c/windows/Fonts ?

For me the msttcorefonts package hadn't correctly installed. I had to run (ubuntu 14.04) and accept the license agreement. To see if it installed correctly, go to your fonts folder and see if there is a folder for the microsoft fonts. If it contains only a readme file, it isn't installed.
