When I ran the anti-virus software FortiClient,
The result is as follows.

Malware: W32 / GenericRXFB.PX! Tr in /System/Volumes/Data/Users/*******/.cache/wine/wine-mono-4.9.4.msi found by realtime scan. The file was quarantined ..

Can wine-mono-4.9.4.msi be falsely detected as a virus?

It should be a false positiv if you got that binary from the WineHQ website at https://dl.winehq.org/wine/wine-mono/4.9.4/ in this case.
Make sure you downloaded it over HTTPS and your computer isn't compromised.
