Webcam doesn't work - device or resource busy

I use Ubuntu 19.10 as my primary workstation for my job. I've installed a .net based application using Wine that my company uses for unified communications (soft-phone, chat, group messages, visibility, screensharing, etc...). Everything works perfectly except that the app can't access my webcam, so I can't do video chat. The webcam works fine with native applications - Zoom, Teams, etc..., but it fails under the Wine based app with a "device or resource busy" message.

I attempted to search the forum but got an error saying I had to wait 3000-ish seconds.... so I figured I'd ask. I can provide logs if necessary.
