We would like to run Wine instead of Windows Server for a server application software. I did not do this before but I have been using Wine with Ubuntu with success locally.
My idea is: Start a Ubuntu or Debian VM in GCE, install Wine, open some remote desktop (VNC for Linux or similar) and then we can install the Windows program which is confirmed to work with Wine.
Would that work or do you have a better suggestion?

In theory, this should work. In practice, I didn't try.
