• what Operating System you are running
• what version of Wine you are testing
• what the test application is

Your issue appears to be around expired Root Certificates...
Looking at the multiple Microsoft Threads about this KB e.g. Trying to download Update for Root Certificates [November 2011] (KB931125).
It's a generic KB for System Root Certificates.

Wine leverages your native (unspecified) OS's Root Certificates package.
Therefore - make sure this package is up-to-date!
