Use Wine make version of Outlook Express 6 run on W7 64bit?

If apps converted by Wine can run on Windows also, can't I use Wine to convert Outlook Express 6 to a version that will run on Windows 7 Home Premium 64 bit?

No you can not use Wine to run windows programs on windows.

Wine does not convert windows applications to anything. Wine implements Windows on to of Linux (OS x, BSD, etc).
