The tar.xz files contain the source code for building Wine, not binaries. You can extract the source code anywhere you like, but then you have to build Wine. You cannot simply extract the files and install them.

That's normal, and how it is on Windows, too: 64 bit dlls are in system32; 32 bit dlls are in SysWoW64.

Wine 4.0 is over 4 years old and no longer supported. The current stable release is 9.0 and the current development release is 9.5. Please retest in a current version.Debian+WINE [wine-4.0 (Debian 4.0-2)].

Is this an ARM Chromebook or an x86 Chromebook? WineHQ does not build packages for ARM.
If it's an x86 Chromebook, did you follow the instructions on https://wiki.winehq.org/Debian? What version of Debian are you using?

I assume you are talking about the AppDB, which does not have an entry for RasAero II. You can submit one yourself when logged into the AppDB; just click "Submit App" in menu and fill out the form.

IPs are banned automatically based on the Stop Forum Spam database. If you have dynamic IP, it's possible you got automatically changed to an IP that formerly belonged to a spammer. Only the bug reporter and those with bugzilla triage or admin privileges can change the status of a bug. If you think a bug has been fixed, leave a comment to that effect in the bug report.

An update to Debian Testing broke the build environment on the OBS, so there are no 9.0-rc4 or 9.0-rc5 packages for it. All we can do is wait for it to be fixed. There are packages for Debian 11 and 12.

You're probably running into https://bugs.winehq.org/show_bug.cgi?id=45208. It's unlikely to ever be fixed, but there are workarounds in the bug report.
