You need to rebuild it with patches from the patchset folder I guess, because the Wine staging binaries at WineHQ don't have the patchset build-in by default. I mean they probably would include the patchset if it don't cause regressions.

Make sure you're system and programs are configured correctly. Did the windows apps work before?
A more important question would be: Did the apps you tested even work before with Wine or was it the first time you tested these apps? Could it be because of updates (with breaking changes)?
Did this happen after an update to Wine version 6.0.2 (from 6.0.1?) or some other important system programs or libraries?

You need to provide more information so other people can help you. Which application did you try to use together with wine? Did you change something in the used wine prefix? And does the tested application also has an entry in the WineHQ AppDB?

Even though it's primary for developers you can probably use Android Studio. It has a build-in emulator I mean.

It should be a false positiv if you got that binary from the WineHQ website at https://dl.winehq.org/wine/wine-mono/4.9.4/ in this case.
Make sure you downloaded it over HTTPS and your computer isn't compromised.
